Congressman-Elect William (Will) Hurd was in town yesterday at the Hotel El Capitan for his first meeting with his constituents in West Texas. Rep. Pete Gallego lost his re-election bid to Mr. Hurd. The 23rd Congressional District stretches from San Antonio to El Paso. Mr. Hurd will take office in January. He will have to contend with immigration and border issues as well as working with his fellow colleagues to avoid a federal government shutdown. Photo by Lisa Morton
