Plans to “calm” traffic in cemetery

Culberson County Commissioners met in regular session on October 13, 2020. Joe Morales, Tax Assessor-Collector presented the jurisdictional totals for the 2020 property taxes. The Court approved the 2020 Tax Roll for collection with a total levy of $5,115,489.33. It was reported that $493,364.66 of delinquent taxes remain outstanding as well.

The Court then approved an interlocal agreement with Culberson County-Allamoore ISD, pending legal review. The County is transferring the title of an inoperable backhoe to CCAISD. CCAISD will attempt to rebuild the backhoe and place it into operation. Judge Carlos Urias noted that CCAISD has agreed that the County could use the backhoe at the cemetery if needed. In exchange, CCAISD is transferring eight speed bumps to the County to be used primarily at the Cemetery. There have been two recent accidents at the Cemetery due to excessive speed with injuries and property damage occurring. CCAISD will also transfer a freezer to be used at the food pantry.

The Commissioners adopted the Jury Trial Addendum to COVID-19 Pandemic Operating Plan as approved by the District and County Judges for Brewster, Culberson, Hudspeth, Jeff Davis and Presidio Counties. This addendum outlines the procedures for in-person hearings and trials. County Clerk Linda McDonald informed the Commissioners that jury trials are already being scheduled for 2021.

In other County business, the Court also:

Received an update on the CDBG Food Pantry project.

Renewed the County Choice Silver Program Medicare Supplemental Renewal for 2021.

Approved a 60-day window for the Sheriff’s Office to take the Thanksgiving, Christmas, and New Year’s holidays.

Tabled action on the cemetery employees.

Appointed an alternate Judge for Precinct 3-5, and set the canvass for general election for November 9 regular meeting.

Received an update from the AgriLife Extension Office.

Held a short executive session.

Approved the hiring of two part-time employees and one full-time road and bridge employee.

Received a COVID-19 case update noting 81 cases as of 10-13-2020 with 58 recoveries, 20 active, 1 death, and 2 lost communication.

Approved monthly reports and Treasurer’s report.

Heard reports on various County Projects.

Approved monthly expenses and payroll.
